摘要

为解决旅游发展规划等级评价中属性优先级关系不确定以及属性特征值定性与定量数据混合的问题, 提高旅游发展规划等级评价的分辨率, 在建立旅 游发展规划等级评价属性体系及等级隶属函数的基础上, 利用优先平均算子、Einstein 算子、模糊数学、多粒度语义转换方法和二元语义概念, 建立了优先级不确定的旅游发 展规划混合多属性等级评价方法. 实例计算分析说明, 文章中建立的旅游发展规划等级评 价方法不仅能合理地确定不同规划的等级, 还可以区分同一等级的排序, 可为解 决旅游发展规划等级评价问题提供一条新途径.

Abstract

The aim of this paper is to solve the problem of criteria priority uncertainty and the mixing the qualitative and quantitative data of criteria value in tourism development planning grade evaluation, and to raise the resolution of tourism development planning evaluation. On the basic of the establishment of tourism development planning grade evaluation index system and level membership function, a hybrid multi-attribute grade evaluation method for tourism development planning with uncertain priority is established by the priority average operator, Einstein operator, fuzzy mathematics, multi-granularity semantic transformation method and the concept of two-tuple semantics. Case study shows that the evaluation method of tourism development planning grade established in this paper can not only reasonably determine the different planning grades, but also distinguish the same ranking, which can provide a new way to solve the problem of tourism development planning grade evaluation.
